The City of Surrey has issued a public notice confirming a long-term partnership with Surrey United Soccer Club (SUSC) to build a new covered training facility at Cloverdale Athletic Park. The agreement, released Aug. 18 under the city’s Community Charter, outlines how the project will move forward with city assistance and oversight.

Details of the Deal

According to the notice, the city will provide SUSC with a leasehold interest valued at more than $2.1 million for the first term, along with support worth approximately $400,000. This contribution covers sanitary service construction, external washrooms, partial maintenance, and a waiver of city interest in revenues generated by the club. The lease can run up to 30 years, ensuring long-term access for both the club and community.

Location and Construction Plans

The new sports facility will occupy a 0.26-hectare easement area and a 0.447-hectare lease portion of Cloverdale Athletic Park, located at 16900 64th Avenue. Construction will replace half of the park’s current gravel all-weather field, while the facility’s parking area will be built over the adjacent grass football field along 64th Avenue.

Council’s Approval Process

City council approved the plan in July through Corporate Report 2025-R148, brought forward by the Parks, Recreation, and Culture Department. The report recommended entering into a formal lease agreement with SUSC to allow the design, construction, operation, and eventual maintenance of the new indoor facility.

The project is designed to expand access to year-round training opportunities in Surrey. City documents note that the improvements will provide “in-kind” benefits to residents by giving the community greater access to covered fields.
