Surrey Council Approves $4.75M Annual Contract for Flagging and Traffic Control

Surrey council has approved a major three-year contract worth more than $4.75 million per year for flagging and traffic control services across the city. The contract was awarded to Glen Traffic Solutions Ltd. during Monday’s council meeting on November 17.

Lowest-Cost Proposal Wins Out

Scott Neuman, the City’s general manager of engineering, recommended the award in a corporate report, noting that Glen Traffic Solutions submitted the lowest-cost proposal among the 18 companies that applied.

The contract is valued at $4,757,974 annually, with an annual spending limit of $5,233,771.

Why the Contract Is Needed

According to the report, the services are essential for:

• Traffic control under WorkSafeBC safety regulations
• Road and utility maintenance work
• Capital and land development projects
• Special events requiring controlled traffic movement

Demand Increases During Peak Season

City data from the past two years shows the average daily demand includes:

• 15–25 traffic controllers (25–35 during May–September peak season)
• 20–30 lane-closure trucks equipped with signage (25–40 in peak season)

Three-Year Term With Extension Options

The contract runs for three years, with two optional one-year renewals at the City’s discretion. Contractor performance will be reviewed at the end of each term before renewal decisions are made.

Neuman described the proposal as offering “the best overall value to the City.”
