Surrey Approves Another Multi-Million Dollar Contract for Centre Block Downtown
Surrey council has approved another major contract tied to the transformation of the downtown Centre Block, moving the multi-phase redevelopment project into its next stage.
During Monday night’s meeting, council awarded a $2,751,000 contract—with a maximum spending limit of $3,026,100—to RCP Consulting Ltd. for development manager services. This includes oversight of the design and construction of phase one of the Centre Block project in Whalley.
Part of a Larger Redevelopment Plan
This latest approval follows council’s earlier decision on October 20 to award a $10.8 million contract to Stantec Architecture Ltd. for comprehensive design, coordination and construction services related to the core and shell of phase one.
That contract covers:
• Work on Simon Fraser University’s upcoming School of Medicine
• Tenant improvements for SFU
• Development of a new childcare centre
• City of Surrey’s future commercial retail and office spaces
The entire JV award to Stantec totals $10,803,686.25, with a spending limit of $11,884,054.88.
Cost Split Between City and SFU
The SFU–City of Surrey joint venture outlines the following breakdown:
• SFU share: 71% → $8,399,649.99
• City of Surrey share: 29% → $3,484,404.89
City manager Rob Costanzo noted in Monday’s corporate report that for the newly approved RCP contract, the cost distribution is:
• City of Surrey: $887,252.52
• SFU: $2,138,847.48
Centre Block Continues to Advance
The ongoing Centre Block redevelopment remains one of Surrey’s largest civic-academic partnerships, intended to reshape Whalley’s core with new educational facilities, childcare services, retail space, and expanded public amenities.
