Surrey City Council has officially approved year-round access for leashed dogs on Crescent Beach’s main walking path, following a successful summer pilot project and strong support from local residents.
Mayor Brenda Locke said the decision reflects the community’s clear preference for a more inclusive waterfront. “Residents made it clear they want Crescent Beach to be a place where everyone, including those with pets, can enjoy the path together,” she said, adding that the pilot demonstrated people with and without dogs could safely share the area.
Pilot Project Results and Community Feedback
Until now, the city only permitted leashed dogs along the path from September to May. A summer pilot was launched earlier this year to measure public safety, comfort and visitor experience.
Survey findings showed overwhelming support for making the change permanent:
• 91% of respondents supported year-round access
• Residents said leashed dogs made the area more welcoming
• Local businesses reported increased visits from dog-owning customers
New Rules and Signage
Updated signage will soon be installed along the beachfront. Year-round leashed dog access is now permitted on the main walking path, with summer access from May 15 to Sept. 15 limited to weekdays, excluding statutory holidays.
Dogs remain prohibited within the Blackie Spit Environmentally Sensitive Area, and off-leash access is only allowed in designated areas at Blackie Spit.
More details on the pilot project and survey results can be found in the corporate report presented to Council on Nov. 17, 2025.
