How Surrey’s Newton Town Centre Will Be Transformed Through a 25-Acre Redevelopment Plan

Newton Town Centre Plan Aims to Transform 25 Acres of Surrey-Owned and TransLink Lands

Surrey council has been briefed on major redevelopment plans that will reshape the heart of Newton over the next several years — including the new Newton Community Centre and the much-anticipated Newton Town Centre Master Plan.

A $311-Million Community Centre Anchors the Redevelopment

At 71 Avenue and 136B Street, the new Newton Community Centre is set to become one of the city’s most significant civic investments. The $311-million project — Surrey’s costliest current capital build — will feature:

  • A 50-metre competition pool
  • A leisure pool
  • Two full gymnasiums
  • A new public library
  • Community spaces inside a 175,000-square-foot building

The project is currently in the Requests for Proposal stage for design-build services. A contract award is expected to come before council in February 2026.

“Early works” such as demolition, tree surveys, and environmental and geotechnical assessments are scheduled to begin mid-2026, with full construction anticipated to follow later that year.

Although the project is slated for completion in 2030, staff believe a successful design-build team may propose ways to accelerate the schedule.

Existing Site Changes Already Underway

The community centre site currently includes The PLOT community garden, home to a medicine wheel and seasonal ceremonies. As part of the redevelopment, Surrey has finalized the alignment of 136B Street — considered a key piece of the future transportation framework for the area.

With that alignment confirmed, staff are beginning the formal process of closing sections of:

  • 71 Avenue
  • 70A Avenue
  • 137A Street

Council will review those road closures in upcoming meetings. Meanwhile, engineering staff are preparing tenders for the reconstruction of 70 Avenue, from King George Boulevard to the eastern edge of the project site.

A 25-Acre Mixed-Use Transformation with TransLink

In a parallel initiative, Surrey City Development Corporation (SCDC) and TransLink are collaborating on a major 25-acre redevelopment plan for lands owned jointly by the City and TransLink.

The Newton Town Centre Master Plan envisions:

  • Mixed-use redevelopment
  • New civic and cultural spaces
  • Future transit integration, including potential Bus Rapid Transit (BRT)
  • A framework to guide future rezoning and development applications

The plan is expected to be finalized by SCDC’s board before the end of 2025, with Surrey council reviewing it in early 2026.

Newton: Surrey’s Largest Town Centre

Covering 61 hectares (151 acres) and bounded by 72 Avenue to 68 Avenue and 138 Street to 134/135 Streets, Newton Town Centre is described as the commercial, cultural, and recreational centre of the broader Newton community — home to nearly 150,000 residents, making it Surrey’s largest town centre.

SCDC, the city-owned real estate development corporation, is now led by its new president and CEO, Bill Aujla, a Vancouver lawyer and real estate executive who replaces outgoing CEO Michael Heeney.

A Decade of Transformation Ahead

Together, the community centre project and the Newton Town Centre Master Plan are set to reshape the core of Newton over the next decade, delivering new public spaces, improved transit access, and a renewed civic identity for one of Surrey’s fastest-growing communities.
