B.C. Tightens Gambling Rules to Crack Down on Money Laundering

What’s Changing Stronger Controls on Gambling

The government of British Columbia has announced major updates to gambling regulations aimed at stopping money laundering and fraud. The key change is the creation of a new independent regulator for gambling the Independent Gambling Control Office (IGCO). Under the updated framework, casinos, online platforms and other gaming operations will face enhanced oversight. 

The new rules come into force on 13 April 2026 giving regulators more power to enforce standards, monitor transactions, and prevent illegal behaviour tied to gaming. 

Key Measures Being Introduced

  • IGCO will regulate operations managed by the British Columbia Lottery Corporation (BCLC), charitable gambling, horse-racing related gaming, and online gaming activity.
  • Cash buy-ins of high value and large transactions will trigger mandatory source-of-funds declarations. Casinos and gaming sites must now verify identity for substantial buy-ins or risk refusal.
  • Fees for licensing, regulation, and registration are being revised. Fees will now reflect the costs of effective oversight including compliance checks, background screening, and transaction monitoring.
  • Online gambling platforms and modern gaming technologies are now explicitly covered under the new act; previous gaps have been addressed to adapt to evolving gambling trends.

Why the Reform Matters Addressing Money Laundering Risks

Authorities say the changes respond to serious concerns about illegal financial activity in casinos and online gambling in British Columbia. The previous regulatory framework struggled to prevent misuse, especially from anonymous cash flows or complex transactions. 

By shifting oversight to an independent regulator and tightening compliance rules, the government aims to make it harder for criminal networks to use gambling venues as money-laundering tools. The new rules also update regulatory practice to match modern gambling realities, including online platforms.

Casinos and gambling operators must now comply with stricter identity verification, transaction monitoring, and reporting rules. High-stakes players may face increased scrutiny if transactions seem suspicious.

For the public the goal is greater transparency and accountability. Updated regulations aim to protect communities from illicit money flows while still allowing regulated gambling for those who choose to participate.

For regulators the challenge now is consistent enforcement and oversight. With the new regulatory model, authorities will have better tools to identify suspicious behaviour, enforce compliance, and respond to evolving threats in gambling and finance.
