Surrey Woman Arrested While Reporting Crime, Probe Begins

A Surrey woman was arrested while trying to file a police report. Now, B.C.’s police watchdog is investigating what went wrong.

A Visit to Report a Crime Takes a Sharp Turn

At first, a routine visit to a police station took an unexpected turn. On Nov. 2, a woman walked into a Surrey Police Service station in the Whalley neighbourhood to report an incident. Instead, she left in handcuffs.

According to the Independent Investigations Office (IIO), officers spoke with the woman inside the station. Then, an interaction followed. Shortly after, police arrested her outside the building.

Released Without Charges the Same Day

Next, the situation shifted again. Police released the woman later that day. Importantly, they did not lay any charges. Afterward, officers drove her back to her home.

However, the story did not end there.

Later that same day, the woman went to a hospital for treatment. Although officials did not disclose the details, she reported having injuries.

Police Watchdog Steps In

Meanwhile, weeks later, the woman contacted the IIO directly in December. As a result, the civilian police watchdog began reviewing the case.

The IIO investigates all police-related incidents that involve death or serious harm. Notably, it does so even when no one accuses officers of wrongdoing.

After reviewing her report, investigators confirmed something critical. Specifically, they determined her injuries meet the legal standard for “serious harm” under B.C.’s Police Act.

What Investigators Are Looking For

Now, the focus turns to the officers’ actions. Investigators are examining whether police conduct, or a lack of action, played a role in the woman’s condition.

At this stage, the IIO has not reached any conclusions. Instead, the investigation remains ongoing.
